Российское отделение международной общественной организации по борьбе с коррупцией Transparency International выявило нарушения среди отечественных чиновников, которые проигнорировали положения новой редакции закона "О запрете отдельным категориям лиц пользоваться иностранными финансовыми инструментами", согласно которым им запрещено не только иметь счета в иностранных банках, но и владеть долями в иностранных компаниях.
В качестве примера специалисты привели депутата Госдумы от "Единой России" Андрея Голушко, который, по их информации, владеет во Франции гражданским обществом по управлению недвижимостью La Chapelle. Согласно документам, юрлицо было создано для покупки элитного дома с бассейном в городе Мужен на Лазурном берегу недалеко от Канн.
"Приобретение недвижимости на юридическое лицо - распространенная практика во Франции. Для российских публичных должностных лиц она выгодна тем, что им не надо декларировать записанную на компании недвижимость", - подчеркнули в Transparency International.
Еще 20 сентября 2017 года организация обращалась по этому поводу к председателю Госдумы Вячеславу Володину, однако до сих пор не получила ответа. На сегодняшний день Голушко остается депутатом и продолжает владеть иностранной компанией, подчеркивают борцы против коррупции.
Они также обвинили в незаконном владении долями в зарубежных компаниях супругу главы поселения в Новой Москве Оксану Стиславскую, депутата заксобрания Иркутской области Владимира Матиенко, депутата парламента Омской области Владимира Седельникова, а также депутатов Калининградской областной Думы Владислава Дорофеева и Леонида Степанюка.
"Из шести должностных лиц, у которых мы обнаружили признаки нарушения одной и той же нормы законодательства… Матиенко самостоятельно сложил полномочия, Седельникову объявили выговор, Стиславская избавилась от доли в иностранной компании, Голушко продолжает занимать свое кресло, а Дорофеев и Степанюк сообщили, что давно перестали быть учредителями иностранных компаний", - подвели итоги в Transparency International.
В организации пояснили, что в настоящее время эта информация проверяется. Специалисты заявили, что из результатов мониторинга следует отсутствие "сформировавшейся правоприменительной практики и своевременных разъяснений от регулятора". Именно оно, по их словам, позволяет должностным лицам избегать ответственности за подобные нарушения.
"Мы продолжим отслеживать иностранные бизнес-реестры в поисках российских публичных должностных лиц и будем сообщать обо всех подобных случаях в прокуратуру", - заверили в Transparency International.

Ранее министр внутренних дел Франции Жерар Коллон рассказал подробности о личности нападавшего. По его словам, атаку совершил 26-летний Редуан Лакдим, который ранее попадал в поле зрения полиции, но спецслужбы не предполагали, что он может радикализироваться.

Как рассказал телеканалу CNN осведомленный источник, точное количество дипломатов, которым грозит затяжное путешествие на родину, пока не определено.
Сразу несколько представителей Госдепартамента США подтвердили журналистам, что заседание, на котором обсуждался план действий в отношении России, действительно проводилось. По данным CNN, мера с высылкой дипломатов была самой жесткой из тех, что обсуждались членами совета.
По словам одного из собеседников телеканала, руководство США перед тем как делать громкие заявления хотело сперва дождаться действий со стороны Евросоюза. В пятницу в Брюсселе объявили об отзыве своего посла в России Маркуса Эдерера. Председатель Европейского совета Дональд Туск назвал отзыв Эдерера "беспрецедентным шагом", но при этом "адекватным ответом на такое поведение России".
CNN утверждает, что начиная с понедельника европейские страны, включая Германию, Францию, Данию, Латвию, Литву, Эстонию, Чехию, Нидерланды, Болгарию и другие, также начнут высылать российских дипломатов в знак солидарности с Великобританией.
Если Трамп поддержит эту инициативу, то о высылке дипломатов будет официально объявлено уже в начале следующей недели, заявил источник.
Британия подозревает Россию в организации химической атаки в Солсбери, в результате чего были отравлены экс-сотрудник ГРУ Сергей Скрипаль и его дочь Юлия. Сейчас оба находятся в больнице в критическом состоянии. "Однако за нескольких месяцев накопилось множество спорных вопросов. К аннексии Крыма, дестабилизации Украины добавились дело Скрипаля, ужесточение российской ядерной доктрины и различные вето в Совбезе ООН, в частности по крайне важному для Франции вопросу о химических атаках сирийского режима, который поддерживает Москва", - указывает Лассер.
По двум досье, стоящим во главе двусторонних отношений, - Украина и Сирия - метод Макрона наталкивается на кремлевские стены. В интересах России оказалось отказываться от умиротворения в Сирии и каких-либо уступок по Украине и попустительствовать распространению химического оружия на Ближнем Востоке. "Это возвращение к принципу реальности", - прокомментировал один неназванный дипломат.
"Брекзит", непредсказуемость Трампа и политические затруднения Меркель выдвинули Макрона на роль лидера на международной арене, пишет Лассер.
"Задача во внешнеполитической сфере, объявленная французским президентом, похожа на задачу Путина в ходе его третьего мандата: вернуть свою страну в центр международной дипломатической игры. Только методы различны: для России это происходит посредством фронтального противостояния с западным лагерем, с целью его ослабления, а для Эммануэля Макрона - избранного с европейской программой - посредством его усиления", - поясняет Татьяна Кастуева-Жан. Эксперт из IFRI продолжает: "Двусторонние франко-российские отношения будут продвигаться вперед при условии, что они не подвергнут опасности альянсы и не будут угрожать Франции маргинализацией среди стран Запада".
Однако все стратегические и жизненно важные альянсы Франции после окончания Второй мировой войны атакованы с российского фронта: Евросоюз, франко-немецкий тандем и трансатлантические отношения, подытоживает Лассер.
